Set acts vertex as default vertex

Mark Sutton requested to merge sutt/athena:tvtx into 22.0

The taus did not use the acts vertex, this sets the acts vertex as the default for all signatures.

Does not change the tau vertex performance in the ID Trigger nightly tests.
