Fix for LArCell monitoring

Pavol Strizenec requested to merge pavol/athena:fix_LArCellMon_1 into 22.0

This is to fix a problem, found in recent runs, that LArCell monitoring plots were not filtering events, flagged by another LAr algo as noisy. Only the configuration of LArCallsMonAlg is changed.
