TrackParticleCnvAlg - Use GaudiProperty & private tools

Hi everybody,

the component accumulator of the MS track building somehow breaks because the configured tools are not piped properly. The result are super strange momenta saved into the AOD. I made all tools private & replaced the old properties by the modern gaudi ones. Targeting 22.0 because it's a prerequisite for CA in the muon domain.
