InDetTrackSystematicsTools port from 21.2 to master - part 2

In preparation for providing preliminary Rel22 tracking CP recommendations, this MR ports to master the developments made in 21.2 to InDetTrackTruthFilterTool and JetTrackFilterTool during the process of providing the final Rel21 tracking CP recommendations. It is a follow-up to !53712 (merged) in which InDetTrackSmearingTool and InDetTrackBiasingTool were already updated.
