Update ITkPixelOfflineCalibCondAlgCfg database interface

This MR updates the database interface for the ITkPixelOfflineCalibCondAlg used to retrieve ITk Pixel analogue clustering constants. In particular, the tag is now only using the major geotag version and configuration from a local database file is now supported.

This was checked to run as expected from a local database file. If there's a consensus on the new tag labelling, I'll upload the corresponding tag to the central database and also check it runs fine from the database before lifting the Draft status.

@tadej @npetters I see that we still use ATLAS-P2-ITK-24-00-00 for the Run4 CI tests. Shall we update this to ATLAS-P2-RUN4-01-00-00?
