Fix RDO To Digit conversion configuration for MM and sTGC (ATLASSIM-5878)
This fixes broken old-style configuration for Run3 MC Overlay that was merged as part of !53290 (merged).
It also highlights the importance of getting this workflow included in the CI tests asap.
@jmaurer and @pberta, can this be merged for tonight please. It won't affect the CI output, as the CI missed the fact that it was broken in the first place! ;-)
