Tracking overlay updates for the RDOtoRDOTrigger step

William Axel Leight requested to merge wleight/athena:trackOverlayRDOTrigger into 22.0

The converters need to be updated for the case in which both the input and output collections start with Bkg_, currently only foresees for the RDOtoRDOTrigger step. The configuration is also updated to load the EventCnvSuperTool and set its trackOverlay flag for RDOtoRDOTrigger.
