Revert "RecExCommon: cleanup usage of CaloRecoCfg"

This change caused problems in serial athena. Reverting this for the moment until a better solution is available.

Closes ATLASRECTS-7078 and marking as urgent as this could potentially affect all serial athena jobs (e.g. event displays, online monitoring, etc.)

This reverts commit 8fd9b4ed of !53877 (merged).
