Tracking overlay updates for the RDOtoRDOTrigger step

William Axel Leight requested to merge wleight/athena:trackOverlay_RDOTrigger-22.0 into 22.0

The converters need to be updated for the case in which both the input and output collections start with Bkg_, such as in the RDOtoRDOTrigger step. Additionally, the EventCnvSuperTool needs to be scheduled in this step, and its trackOverlay flag set to true in the case that track overlay is on.
