CA for caloRinger

CA for caloRinger It should add the last remaining reconstruction domain not in RecoSteering ping @elmsheus Simplify also the old style config.

For now Electron only and std rings so same as before (no FT0 violation) Photon part would be new so commented on purpose (note also to the reviewer if she/he wonders on commented lines)

That is part I for / the main thrust of of ATLASRECTS-7028 ping @jdevivi and @jlieberm as this is a distillation of where we are so far.

This MR : CA RecExCommon alignment

• This should solve the immediate CA issue.
• After this we should have full CA caloRinger config wrapped also in the RecExCommon. Only one config to worry.
• For now we get the same things as before as this should .
• We should then start removing the un-needed parts of the old config (next step)

Things not done here need to be discussed

• I assume there will be a follow up for Photon quarter rings which I did not attempt here as that would be Frozen Tier-0 violating.
• The above is on purpose as FT0 violating needs to follow a proper procedure, so the Photon part is commented here.
