Add various tracking and vertex plots, 2D distributions of tcpufit MET vs tracking based MET

The following tracking plots were added (ATR-25591) :

• Highest pT track
• Vector sum of track pT
• Scalar sum of track pT
• eta,phi map of tracks with pT > 3 GeV (tells us if we have HLT tracking dead spots)
• Number of primary vertices
• Difference in z between the online and offline primary vertices
• The average number of primary vertices vs. mu (as a profile plot)

The following MET 2D tcpufit vs. track-based MET plots were added :

• 2D Scatter plot of tcpufit vs. track based MET (pfopufit, pfosum_cssk and trkmht_pf).

The following MET algorithms were added :

• Add tcpufit_sig30 and pfopufit_sig30
