Draft: TLA+PEB testing (refers to ATR-21596)

This is a MR that replaces !49153 (closed). We are trying to figure out why we see no TLA counts with the modifications that used to work a few months ago. The description will be edited when we have some more information or when we need the help of experts.

Hello @doglioni, is this still a valid ticket? ATR-21596 is still open but is a rather general ticket, and in the meantime !54145 (merged) was merged. Thanks!
