Draft: StoreGate+CaloRec: Work around gaudi IOV range intersection issue.

When we find the intersection of two run-lumi ranges, it's possible that the result has the TimeStamp flag set. Work around this by forcibly removing the TimeStamp part.

Add missing conditions dependency in CaloBCIDCoeffsCondAlg.

Update CaloBDCIDCoeffsCondAlg test reference to take into account the IOV intersection fix.
