Clean-up old-style configuration of NSWCalibTool

John Derek Chapman requested to merge jchapman/athena:NSWCalibToolConfig_22.0 into 22.0

A public version of the tool was being created unnecessarily when configuring private ToolHandles. (This was not the case for the CA-based configuration.)
