xAODTriggerCnv Fix, master branch (2022.06.09.)

Fixed the configuration of xAODTriggerCnv. Made sure that it would directly depend on TrigDecisionTool in "full build mode". Since it does:

This one really baffles me. I'm actually not sure why the build succeeds currently. And also not sure why the error came to the surface while I was working on !54125 (merged). 😕 But thankfully it did.
