Adding eta/phi 2D hist in FastCalo

Debottam Bakshi Gupta requested to merge dbakshig/athena:addingEtaPhiPlotsForFastCalo into 22.0

This MR will add eta/phi plots in fastCalo so to navigate how the hotspots in RoI (ATR-25678) is propagating to HLT_Calo.
