TileConditions: Use Tile run type specific calibration folders for TMDB

Siarhei Harkusha requested to merge harkusha/athena:22.0-tile-tmdb-cond-db into 22.0

In the past constants from PHY folder were used for all kind of runs, now folders for various Tile run types (CIS, LAS) have been created in the conditions DB and they will be used for the corresponding run types.
