MC2MC correction in JetCalibTools

Christopher Young requested to merge cyoung/athena:21.2-JetCalibTools-MC2MC into 21.2

In the JetEtmiss group we wish to provide MC-to-MC corrections to remove scale differences between different generators such that when analyses compare generators they do not see JES effects. This merge request adds this functionality by extending the jet calibration tool to take an additional sequence which would do this calibration.
