Remove wrongly set missing CTP fragment flag - which is annoying for our on-calls

updated the run-configurations in the steering python file also - and fixed/swapped an info printout in there too

hope the label 22.0 is enough to get it into the Tier0/DQMon release directly - I actually thought that I had done: git checkout -b master-CTPMon_DQRun3_hotpatch upstream/22.0 --no-track this seems a bit strange to me ...
