Remove obsolete flag
Removing a now obsolete ACTS flag (buildAllAvailableSubDetectors). This was a remnant of when we were still supporting both the old and the CA-base JO configuration for our ACTS seeding package. We are now only supporting the new CA-based JO so this flag is not necessary anymore.
