Moving LArInError to LArFebErrorSummaryMaker

This was originally initiated by bug ATLLARSWDPQ-316, where monitoring doesn't recognized all events being in error, in the run with misconfigured LAr readout. It appeared, that tool doing flagging error bits in EventInfo is scheduled as part of CaloCell making, and LAr monitoring has no input dependency on cell building, so scheduling problem.

Looks to me, that movement of error bits writing to LArFebErrorSummaryMaker solves the problem (I checked on short monitoring job), will do a full testing now, but pinging @wlampl for the comments.

Implemented proper change, as Walter showed in !54415 (merged), do not touch LArFEBMon, it will come with sweep of Walter's MR.
