Restore LRT track selections for Global Monitoring

Thomas Strebler requested to merge tstreble/athena:InDetTrackSel_LRTGlobMon into 22.0

!54297 (merged) wrongly set the cut-level for the LRT tracks to TightPrimary in the global monitoring. This MR removes this selection.
