Enable PPS seeds for the Fullscan tracking instances

Layer pairs of coincident dead pixel modules, likley reduced the chance of PPP seeds, so this allows PPS seeds again

This may well change the counts for the FS tracking instances. The references will be updated following the CI tests.

This is a temporary partial workaround for ATR-25757
