fix muon selector tool config

This is to fix a crash during the configuration of the TGC offline DQ package. Very recently a new flag (Run3-flag) was introduced in the MuonSelectorTool, but this flag needs to be set every time when we use the MuonSelectorTool now, which is missing in the TGC DQ configuration causing a crash.
