IDPVM improvement for tracking recommendations

We have decided to use IDPVM to produce histograms for some of the run 3 tracking recommendations. This MR adds a bunch of things that were missing for this task:

  • efficiency vs log(pT) histograms
  • efficiency vs pileup histograms
  • MC fake rate vs pileup histograms
  • option for runIDPVM to run on Loose tracks
