Declare conditions data container as mixed.

Goetz Gaycken requested to merge goetz/athena:22.0_declare_BunchCrossingCondData_mixed into 22.0

The BunchCrossingCondData depends on conditions data which uses both run/LB and time stamp based IOVs. Thus the container has to be declared as mixed.
