Set relevant BTagging CA flags for PHYSVAL derivation

This MR introduces the BTagging flag setting equivalent to what is present in OldFlags2NewFlags.py#L113, to save the relevant extra FTAG decorations in the PHYSVAL derivation produced with the new CA config.
