This adds one utility executable to the ElectronEfficiencyCorrection package, which was added end of last year to branch 21.2 (see !47553 (merged)) hence escaped all previous migration rounds to master. Tested with AnalysisBase 22.2.80, seems to work.
Should not be swept to branch 22.0.
