Introduced default CA config for MultipleScatteringUpdator
A default CA configuration of the MultipleScatteringUpdator is provided through this MR, as it might be useful for ongoing muon CA config investigations. The name of the default tool is set to AtlasMultipleScatteringUpdator, to match the name of the default set up for its clients.
