ALFA_Ntuple: delete obsolete package

Frank Winklmeier requested to merge fwinkl/athena:alfa_ntuple into master

ALFA does not exist anymore and this package has not seen relevant updates in many years. It is also not compatible with athenaMT and it is unlikely anybody would want to produce validation ntuples for ALFA anymore.
