L1TriggerTowerToolRun3 with L1Menu run3 style (ATR-21865)

The MR is meant to change the L1TriggerTowerToolRun3 to be able to read either from the DetStore or xAODConfigSv the L1Menu. This issue was mentioned in this Jira Ticket ATR-21865.
