Add single pion run 4 InDetART test
This MR adds a low-pT single pion run 4 InDetART test, which provides a baseline for tracks with high material interaction.
This follows !52763 (merged). Note that this is only relevant for phase-II upgrade work, so this only needs to go in master and not R22.
