make cluster error scale factor in SimpleMMClusterBuilderTool configurable

Title says it all. This removes the hardcoded error scaling and make it a property, which will allow studies of differnt error scalings in the first NSW data. As a side effect some declare properties are moved to Gaudi::Property.
