Displaced Jet Trigger updates

Benjamin Philip Kerridge requested to merge bkerridg/athena:bkerridg-dispj-combo-sq into 22.0

Changes the displaced jet trigger to better follow the standard pattern for triggers. Introduces a custom combo hypo tool which handles the ranking. Config is now handled using a dictionary in the hypo config. Updates the dev menu for the new chain names.
