Fix TRT config for simulators with Fatras
Fixing TRT_LayerBuilder configuration (in CA-based) for simulator which uses FATRAS.
Frozen T0 rule is valid for this MR.
The MR will only change ID Hits in HITS file produced with CA-based configuration for simulators with FATRAS.
