CA-based Misalignment generation for master

First version of a ComponentAccumulator-based config for generation of misalignments. Predominantly changes aiming at ITk, but also adding some first versions of InDet configs.

There are still some problems when trying to run the alg to generate ITk misalignments, but I think they are separate to the configuration and need to be looked into separately.
