Progress towards task detailed in ATDBOPS-185, "Run LArRawChannelBuilderAlg using CREST database". This MR builds on the new CrestApi interface to run unit tests of IOVDbSvc from the CREST DB (and without it, in the CI testing mode). The stated goal is not yet achieved, but now not far away.
