Migrate JetPhysicsValidation config to CA for NTUP_PHYSVAL

This MR introduces CA configuration for Jet PhysVal monitoring, as well as a standalone executable for it (compatible with Upgrade DAOD). This can be interfaced ultimately with Derivation_tf to set up the main production workflow for NTUP_PHYSVAL.

Keeping the same logic as was doing for the "old" configuration style, jet experts should of course modify the content if something else is required.
