InDetGlobalMonitoringRun3Test: Migrate TIDE histograms and add filled bunch filter+loose selection etaphi map

This MR updates several items in the Run3 InDetGlobalMonitoring, including:

  • Migrates TIDE histogram functionality from the old InDetGlobalMonitoring
  • Adds filled bunch filter to all existing InDetGlobal algs
  • Adds loose selection eta/phi 2D map to InDetGlobalTrackMonAlg
