add jFEX monitoring and updates to other Phase 1 L1Calo monitoring

The phase1 monitoring is also being used by the HLT for validation of software releases. We add some updates - jFEX monitoring and updates to other Phase 1 L1Calo monitoring (binning, titles, format etc.)
