Add preliminary version of run 4 IDART ttbar full PU test
This MR adds the full PU (=200) run 4 IDART ttbar test.
This is part of an ongoing series of new IDART with ITk reconstruction.
N.B. this only sets up the nightly-to-nightly test, for the time being. There are some apparent issues with pileup truth when running a 21.9 sample through a master IDPVM which will need to be resolved before we can do that.
@tadej @npetters since it was requested in !52763 (comment 5578144), I just want to give you a heads up that I added a single RDO (~60 MB) to the ART input space. For the moment there are no plans for more.
