SCT monitoring: add SummaryErrsRecent histograms to online DQ and small fix

SCTErrMonAlg: added a preliminary version of SummaryErrsRecent histograms, which are currently showing as missing in DQM. SCTHitsNoiseMonAlg: removed 'kAlwaysCreate' flag from histos filled with triggered events to avoid red flagged webdisplay in some of the DQ validations (e.g. cosmic runs).
