RatesAnalysis: Add script to save the online rates

Add the script to calculate the average online rate prescaled and unprescaled.

Based on run number and lumiblocks the configuration from COOL is retrieved and the rates from pbeast. The average rates are saved to csv files and are prepared to be added to TrigCostBrowser website.

Running the script requires setting the tdaq release and exporting pbeast server sso - both required for the pbeast python library
