This MR adds a sorting step of the NSW hits before they go into the cluster builder tools. The strips are sorted by multilayer, gas gap and strip number. The sorting step is applied in the hope to better understand the irreproducibilitie in the NSW reconstruction discussed e.g. in ATLASRECTS-7101. This will potentially be frozen-tier0-violating since the order of strip in clusters will be changed but lets see what the CI tells us.
