BoostedJetTaggers: port BoostedJetTaggers SmoothedTopTagger class to master branch to make HL-LHC JSS taggers accessible outside of 21.2

Port SmoothedTopTagger class to master branch so that the HL-LHC top taggers are accessible outside of 21.2.

Modifications to existing files where necessary (e.g. addition of Sphericity read keys in JSSTaggerBase) and copy files from 21.2 for SmoothedTopTagger class.

The SmoothedTopTagger class was modified to follow the SmoothedWZTagger implementation and use the required syntax for reading/writing jet decorations.
