Correct L1Topo algorithm parameter specifications to match firmware [ATR-25954]

Fix of the ordering of the L1Topo algorithm parameters in the python menu generation.

The parameter ordering is now verified after menu generation against a dictionary provided by the L1Topo group. This dictionary should not be modified other than to update with a new specification from the L1Topo side.
