Switch to the new AFP clustering algorithm

Switch to the new AFP clustering algorithm. It's the same as was used in AFPToolbox for Run2.

Will not produce many clusters next to each other as the current one, significantly limiting the amount of reconstructed tracks. Thus, events should not suffer from hundred thousands of tracks (as reported in ATLASRECTS-7131) nor from truncating of the output containers (as reported in ATR-25918).
