Updated map file for phID SFs & lower min ET

The tool has been updated to the most recent map file containing pre-recommendations for photon identification SFs for Run3 . In addition the lower boundary of photon ET was changed to 7 GeV since new pre-recommendations histogram (and in the future as well) now starts at 7 GeV instead of 10 GeV The map file is already available on cvmfs as mentioned here: https://its.cern.ch/jira/browse/ATLINFR-4630 Tagging @psommer @kliu @turra
