Read AFP ToF parameters from DB

Adding reading from the COOL DB for AFP ToF parameters, both for ToF tracks and for AFP vertices.
The DB tools have been updated in !53942 (merged). This MR implements the actual usage of that code in the reconstruction. Works in data as well as in MC.
Shouldn't change the output at all. The current values in DB are equivalent to the former python setup.
