TRT DAF cleanup

Following !43675 (merged), the implementation of the unused and non-MT safe TrkDeterministicAnnealingFilter was removed. Some configurations and algorithms implementations were still based on the removed tools. As they could not run without this, they are removed as well. In particular the packages InDetCompetingRIOsOnTrackTool, TRT_TrackExtensionTool_DAF and TrkCompetingRIOsOnTrackTool are removed. The implementation of the MuonCompetingClustersOnTrackCreator interface is also adapted to take this into account.
